novice (ugh) email question

I only have experience with email at AOL, My ISP thru netscape,
Hotmail for my net business and lotus notes at my (corporate) work.
I have learned from some good people on these message boards to
trash the Hotmail account. I am looking at Outlook express.

1. Is it a free download at the microsoft site.
2. Can it only be used with ms internet explorer browser? (I use netscape)
3. Can I use my Domain name as my address? Several addresses?
4. Will my addresses remain the same even if changing ISP's?
(think I have the answer but just to confirm!)
